**Company Description**
Hekurudha Shqiptare (HSH) is the Albanian railway system, with its main terminal located in Durrës. The railway network includes routes such as Durrës-Peqin, Shkozet-Tirana, and Rrogozhina-Vlorë, spanning a total of 447 kilometers and connecting the country's eastern, southern, and northern regions. While the infrastructure was initially developed in the 1980s, the network continues to serve freight transportation needs, such as linking Albania to Montenegro through the Hani i Hotit border. Though there are currently no international railway connections for passengers in Albania, HSH remains committed to advancing its operations and services.
**Job Description - Environmental Specialist**
**Purpose**
The Environmental Specialist (ES) will support HPIU’s and Social Expert in providing insight and
technical expertise and ensuring the timely implementation of any environmental matters during all
the (design, construction, post-construction) phases of any projects managed by HSH. The ES will be
largely involved in reviewing environmental studies, organizing and monitoring and reporting on
environmental permitting procedure and any environmental aspects related to the construction n
activities on Site. The ES will focus his/her tasks to environmental regulatory compliance, adoption
and enforcement of HSH related policies and international standards during the Project design and
implementation phases, and when the completed facilities are under operation.
**Reporting Line Network**
In this position, the ES will report directly to HPIU’s and Social Expert, cooperate closely with
colleagues working within the PIU, PMIU and HSH and occasionally with the IFI officers in charge
of the Project.
**Accountabilities**
• Develop and maintain a Company Policy:
• Assist the HSH PMIU in setting up and/or enforcing environmental policies, developing
standards and manuals.
• Liaise and provide guidance to HSH, PIU staff and the Project stakeholders on land
acquisition policies, how to approach and possibly solve them.
• Company Procedures, E&S management system, capacity building:
• Assist all the staff within the HSH PMIU in auditing and implementing international best
practices, and arrange for informal and formal trainings
• Work in close relation with the PMIU staff in setting procedures for monitoring and keeping
records of any environmental and social events in the construction sites and provide regular
reporting to the HPIU, HSH and any regulatory agencies, in accordance with the legal
requirements in force in Albania;.
• Review the Project activities to ensure awareness of any potential environmental and social
issues connected with the initiatives to be implemented, in accordance with the national and
IFIs requirements;
• Follow up the procedure for obtaining Environmental Permits and for any initiatives to be
implemented under the Project and ensure full compliance with the Albanian legal
requirements.
• Set up, monitor and enforce a grievance mechanism and its procedure, and inform any
potentially affected Project stakeholders accordingly;
• Enforce procedures & implement them:
• Work in close collaboration with Project funding Agencies (EBRD, EIB, EU), and Project
selected consultants and contractors during the implementation of all the Project components.
• Perform site inspections and Contractor’s audits, whenever it will be needed and ensure
regular Environmental reporting to EBRD/EIB.
• Review and endorse any Project environmental related documentation, includ ing
Environmental and Social Implementation Assessments (ESIAs), specific environmental and
social studies, contractor’s environmental and social management plans (ESMPs), monthly
progress reports, etc;
• Ensure the implementation of environmental management and mitigation measures in
accordance with the approved ESIAs, and other Project documentation, in accordance with
EBRD Environmental and Social Performance Requirements (PRs) and good internatio na l
practice.
**Qualifications**
The candidate shall own:
• Bachelor of Science or Graduate Degree in environmental science, engineering or biodiversity.
• Excellent Skills in presentation, communication and writing in both English and Albanian.
• Minimum 10 years’ experience working with internationally funded projects
• Minimum 3 years' experience working as Environmental Specialist in Infrastructure projects /
programmes.
• Working knowledge of local and international environmental standards.
• Proficient computer skills in Microsoft Office suite

• Result-oriented attitude with ability to manage a variety of tasks and meet deadlines with minimum supervision
