- Second-level university degree in law, economics, planning, development, environmental studies or related fields; a first-level university degree in the relevant fields, in combination with two additional years of relevant experience, will be accepted in lieu of the second-level university degree
**Experience**
Minimum 6 years of relevant, diversified and progressively responsible professional experience in one or more of the following areas: good governance, economic and environmental development, anti-corruption, anti-trafficking and/or related sectors, including at least 3 years at the management level relevant to the actual position.
**Mission Specific Requirements**
Additionally, this particular post has specific requirements:
**Mandatory**
- International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
- Professional fluency in English, with excellent communication and drafting skills;
- Excellent strategic planning, programme and project management skills;
- Demonstrated ability to develop and sustain functional professional relationships with international and national partners at all levels;
- Ability and willingness to work respectfully and effectively in a very diverse team and professional environment;
- Ability to operate Windows applications including word processing and email;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
**Desirable**
- Previous experience in working for national or international organizations, particularly in a mission setting;
- Work experience in South-Eastern Europe.
**Tasks And Responsibilities**
Under the overall supervision of the Deputy Head of Presence, in frequent direct consultation with the Head of Presence and in line with the Presence’s mandate as well as OSCE commitments, the incumbent is responsible for shaping and driving the programme to support the Albanian reform agenda in the areas of good g overnance, economic and environmental development. This include s leading the team responsible for implementing the programme.
**In Particular, The Incumbent Is Tasked With**
- Programme Management: Developing the department's annual programme and supporting the development of projects, budgets and expenditures in line with a medium-term strategic vision that responds to Albania's evolving needs in reform, public administration, local governance and sustainable economic development. Driving project implementation and monitoring its results while identifying risks and mitigation strategies in due time; engaging in fund raising for extra-budgetary projects developed by the department, ensuring that proposals are closely aligned with Albania’s reform priorities and complement existing assistance provided by other international partners;
- Staff Management: Providing leadership and managing the performance and development of the departmental staff. Recruiting departmental staff and supporting the identification and recruitment of consultants and project staff;
- Stakeholder Management: Contributing to national and OSCE strategies and policies in the field of responsibility. Developing and maintaining professional and effective partnerships with relevant national and international stakeholders and donors, including Albanian state institutions, civil society, academia, local self-government units, business associations and international partners engaged in supporting Albania's reforms;
- Information Management and policy leadership: Acting as advisor to the Head of Presence on issues relating to the department's portfolio, including trends and risks affecting Albania's democratic institutions, good governance and economic and environmental governance. Contributing to reports, speeches and talking points for senior management. Ensuring high quality reporting and briefings to internal and external stakeholders as required. Representing the Presence in relevant fora and contributes to the positive visibility and image of the Presence in Albania;
- Performing any other duties as required.
