UNICEF Albania operates in a Middle-Income Country context with a programme throughput of approximately USD 4 million projected for 2026. In response to a shrinking global and local funding landscape, the Country Office has prioritized strategic engagement with Albania’s emerging private sector, diaspora networks, and civil society organizations to diversify its resource base and ensure sustainable financing for child-focused initiatives.


The Albanian socio-economic environment presents both challenges and opportunities: a fragmented business landscape dominated by micro-enterprises, limited philanthropic infrastructure, and outdated legal frameworks for donations. However, the country’s momentum toward European integration, growing CSR interest among financial institutions, and strong diaspora connections offer significant potential for transformational partnerships.


UNICEF Albania has already taken proactive steps to engage the private sector, including the establishment of a Business Advisory Board, successful crowdfunding campaigns, and partnerships with key influencers and businesses. The office has developed a comprehensive strategic framework for private sector engagement and resource mobilization (2025–2030), which outlines mechanisms for partnership development, digital engagement, and advocacy for enabling policy reforms.


In this context, the Fund Raising Officer (NO-B) will play a pivotal role in operationalizing the strategy by coordinating partnership with businesses, fundraising efforts, cultivating long-term partnerships, and driving innovation in resource mobilization. The position will work closely with the Representative, Deputy Representative, Communication Officer and programme teams to build UNICEF Albania’s fundraising capacity, align efforts with global strategies, and ensure that private sector engagement contributes meaningfully to the realization of children's rights in Albania.

The position will be responsible for assisting UNICEF CO on fundraising efforts from the private sector and supporting broader engagement with business and key influencers in the private sector.


Under the general guidance of the Representative, the position will be responsible for the overall coordination, planning, development and realization of the country office’s private sector fundraising strategy, in line with UNICEF’s global private sector strategy. The incumbent will support in overseeing and coordinating resource mobilization strategy and activities, ensuring engaged and long-term private sector partnerships, and driving revenue growth for both the Country Programme needs as well as for UNICEF globally.


**Key Functions And Accountabilities For The Job Are Below**

- Support Private Sector Engagement and Fundraising Activities
- Assist in implementing private sector partnership and fundraising initiatives in line with the Country Office Private Sector Plan.
- Provide technical support for prospect identification, proposal development, and donor stewardship.
- Contribute to the preparation of performance objectives and work plans for staff engaged in private sector activities; provide guidance and feedback to ensure quality delivery.
- Identify training needs and support capacity-building activities for staff involved in private sector engagement.
- Contribute to Private Sector Planning and Monitoring
- Support the development and periodic review of the Country Office Private Sector Plan, ensuring alignment with global and regional strategies.
- Conduct market analysis and maintain updated information on potential partners, major donors, and corporate prospects.
- Monitor implementation of private sector activities, track progress against targets, and prepare regular performance reports.
- Assist in risk assessment and mitigation measures related to private sector partnerships.
- Partnership Development and Relationship Management
- Participate in identifying and cultivating relationships with businesses, foundations, and high-net-worth individuals.
- Support the preparation of engagement materials, presentations, and proposals for prospective partners.
- Represent UNICEF in meetings with partners at an operational level, ensuring effective communication of UNICEF’s priorities and programmes.
- Facilitate internal coordination with Communications, Programme, and Operations teams to ensure timely delivery of content and reporting for partners.
- Knowledge Sharing and Capacity Building
- Contribute to the development of guidance materials, templates, and tools for private sector engagement.
- Support knowledge exchange within the office and with regional/global PFP colleagues by sharing lessons learned and best practices.
- Assist in organizing workshops and training sessions to strengthen private sector fundraising skills among staff and partners.

**Minimum Requirements**

- A university degree (Bachelor’s) in one of the following fields is required: Business Administration, Marketing, Communications, Fundraising, Management or another relevant technical field.
- Experience required: At least two (2) years of professional experience in fundraising is required, with progressively increasing responsibilities, including direct responsibility for setting and meeting income targets
- Skills:
- Proven ability to contribute to effective long-term strategic fundraising plans with focus on Private Sector Engagement is essential.
- Proven ability to implement clear goals that are consistent with agreed strategies is essential.
- Demonstrated ability to identify and seize fundraising opportunities, formulating fundraising strategies and models is essential.
- Demonstrated ability to adjust to unexpected challenges and proposing countermeasures accordingly is an asset.
- Diplomatic negotiation, influencing and networking skills to establish and maintain trusted partnerships and to develop close and effective working relationships with diverse stakeholders is an asset.
- Excellent communications skills, verbal and written is a must.
- Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

- Experience in, and knowledge of the country’s context is an asset.
- Relevant marketing experience will be considered contributing to this work experience.
- Familiarity with the private sector is an asset.
- International fundraising experience is an asset.
