Abkons is seeking a proactive and commercially minded
**Project & Business Development Officer**
to identify new opportunities, support proposals and partnerships, and coordinate ongoing consulting and engineering projects in Kosovo. The role requires strong technical understanding, market and stakeholder engagement skills, and the ability to work independently with the Country Manager to identify priorities and drive concrete actions..
**POSITION PURPOSE**
The Project & Business Development Officer will support Abkons’ business development and project coordination activities in Kosovo, with a focus on identifying new opportunities and supporting the effective delivery of ongoing assignments. The role will monitor the market, identify relevant consulting, engineering, donor and IFI-funded opportunities, and support the development of proposals, partnerships, and client relationships. It will coordinate inputs from internal teams, experts, partners, and subcontractors to ensure timely and well-organised proposal and project activities. The position will also monitor project deliverables, deadlines, documentation, and follow-up actions, identifying potential risks or delays and escalating them as appropriate. In addition, the role will provide stakeholder, client, and operational support to the Country Manager and contribute to the effective coordination of the Kosovo office.
**KEY RESPONSIBILITIES**
**Market Intelligence**
- Research and identify relevant consulting, engineering, environmental, energy, infrastructure, and technical assistance opportunities in Kosovo;
- Monitor opportunities from international financial institutions, donors, public institutions, private investors, contractors, utilities, and other potential clients;
- Identify upcoming projects, investments, and business leads before formal procurement processes are launched, where possible;
- Review tender notices, Terms of Reference, procurement documentation, and project information and assess their relevance to Abkons;
- Prepare initial opportunity assessments and recommendations for the Country Manager;
- Maintain and regularly update the business development pipeline and priority opportunity list.
**Business Development**
- Research and identify relevant partners, clients, competitors, experts, subcontractors, and key stakeholders in Kosovo and the region;
- Proactively recommend meetings, introductions, potential partnerships, experts, and other business development actions;
- Support and coordinate EoI, tender, and RFP submissions;
- Coordinate inputs from partners, experts, technical teams, Abkons HQ/BDU, and regional offices;
- Follow up on outstanding information and documentation;
- Maintain and update records of leads, meetings, actions, partners, experts, and follow-up priorities;
- Support the Country Manager in partnership discussions and business development follow-up.
**Project Coordination**
- Support the day-to-day coordination and follow-up of ongoing consulting and engineering projects;
- Monitor project activities, deliverables, deadlines, milestones, meetings, and agreed actions;
- Coordinate with project experts, partners, subcontractors, and internal teams regarding outstanding inputs and documentation;
- Support expert mobilisation, project logistics, documentation, and administrative requirements;
- Prepare and maintain meeting minutes, action lists, progress updates, and organised project records;
- Support preparation, formatting, filing, and submission of project reports and deliverables;
- Identify potential delays, missing inputs, risks, or operational issues and flag them to the Country Manager or Project Manager;
- Support project-related contractual, financial, and administrative follow-up where required.
**Client & Office Support**
- Support professional communication and follow-up with clients, partners, experts, and other stakeholders;
- Coordinate meetings, appointments, office visits, and related logistical arrangements;
- Support preparation of presentations, company information, meeting materials, and other client-facing documents;
- Maintain organised records of correspondence, contacts, meetings, project files, and key follow-up actions;
- Support the Country Manager with day-to-day office coordination and operational matters;
- Coordinate routine office administration and documentation where required.
**MAIN REQUIREMENTS**
- University degree in Engineering, Environmental Sciences, Energy, Business, Economics, Management, Project Management, International Development, or another relevant field;
- Preferably 4-7 years of relevant professional experience;
- Experience in business development, consulting, project development, tendering, proposal preparation, project coordination, or project management;
- Previous exposure to engineering, infrastructure, environmental, energy, water, construction, sustainability, or other technical sectors is strongly preferred;
- Experience working with consulting companies, engineering firms, contractors, development organisations, or similar organisations is an advantage;
- Experience with donor-funded, IFI-funded, public sector, or private investment projects is considered a strong advantage;
- Ability to understand Terms of Reference and translate technical requirements into practical business development and project actions;
- Experience supporting or coordinating Expressions of Interest, technical proposals, tenders, and project deliverables is desirable;
- Strong research, analytical, organisational, writing, and communication skills;
- Excellent written and spoken English;
- Albanian language proficiency is required;
- Knowledge of additional regional languages is an advantage.
